No Down Payment Homes: How They Work, Requirements, and What to Check Before Buying

The down payment is often the biggest hurdle to buying a home. That is why no down payment homes (rumah tanpa DP) attract so much attention. But how can a home really be bought without a down payment, and what should you check to avoid surprises later?

This article explains how no down payment homes work, the rules that allow them, the effect on instalments, and the questions to ask before buying.

What Is a No Down Payment Home?

A no down payment home is a purchase scheme where the buyer does not pay a down payment upfront. There are generally two ways this works:

    1. The down payment is covered or subsidised by the developer. The bank still finances part of the price like a regular mortgage, but the down payment portion is covered by the developer as part of a promotion.
    2. The bank finances up to 100% of the price. The bank funds the full price of the home, so the buyer pays no down payment at all.

Both schemes are "no down payment", but their effect on the loan amount and instalments can differ. Always ask which scheme is being used.

Are No Down Payment Homes Allowed?

Yes. Mortgage down payments are governed by Bank Indonesia's Loan to Value (LTV) ratio rules. BI has relaxed the LTV ratio for property loans to up to 100%, meaning banks may finance up to the full value of a property.

At its Board of Governors meeting on 21 October 2026, BI announced an extension of this policy for all property types, including landed houses, apartments, and shophouses, until 31 December 2027. The policy only applies to banks that meet certain non-performing loan criteria, so not every bank automatically offers mortgages without a down payment.

Even where it is allowed, the final decision rests with the bank, based on its assessment of your ability to pay.

    The Effect on Instalments

If no down payment is made and the bank finances the full price, the loan principal is larger. As a result, the monthly instalment and total interest are also larger.

Illustrative example: a Rp 800 million home, a 20-year tenor, and an interest rate of 8% a year.

With a 10% down payment (a Rp 720 million loan): an instalment of about Rp 6.02 million a month.
With no down payment, 100% bank-financed (a Rp 800 million loan): an instalment of about Rp 6.69 million a month.

The difference is about Rp 670 thousand a month, and total interest over 20 years is about Rp 80 million higher.

It is different if the down payment is covered by the developer. In that scheme, the bank loan can be the same as a regular mortgage, so instalments do not rise.

The figures above only illustrate an annuity calculation at a fixed rate and are not any particular bank's offer. In practice, mortgage rates are usually fixed at first and then floating. Simulate it with your own figures in the 2026 Mortgage Calculator.

No Down Payment Does Not Mean No Costs

Even without a down payment, there are usually other costs when buying a home, unless covered by a promotion:

    A booking fee.
BPHTB, the acquisition duty borne by the buyer. Estimate it with the BPHTB Calculator.
PPN (VAT) on new homes from developers.
Mortgage costs, such as provision, administration, appraisal, insurance, and notary fees.

The full breakdown is in The Cost of Buying a House in 2026.

    Questions to Ask Before Buying

    1. How does the no down payment scheme work? Is the down payment covered by the developer, or does the bank finance 100%?
    2. What is the monthly instalment and interest rate? Also ask about the rate after the fixed period ends.
    3. Which costs do I still need to pay? Ask for a written breakdown.
    4. Are there special conditions? For example, specific unit types, promotion periods, or partner banks.
    5. What happens if the mortgage is not approved? Ask about the booking fee refund policy.

Is a No Down Payment Home Right for You?

A no down payment home suits you if your income is stable and enough for the instalments, but you have not yet saved a down payment. The scheme helps you own a home sooner, instead of spending years saving a down payment while house prices keep moving.

However, make sure the instalments remain safe for your family's finances, and keep an emergency fund. Also understand the rate scheme in Mortgage Interest, as instalments can change after the fixed period ends.

    Frequently Asked Questions

Do no down payment homes really exist?
Yes. Either the developer covers the down payment, or the bank finances up to 100% of the price under Bank Indonesia's LTV policy.

How long does the 0% down payment policy last?
BI has extended the up-to-100% LTV policy for property loans until 31 December 2027, for banks that meet certain criteria.

Are instalments higher on a no down payment home?
If the bank finances 100%, instalments are higher because the loan is larger. If the developer covers the down payment, instalments can be the same as a regular mortgage.

Does no down payment mean no costs at all?
Not always. There are usually booking fees, taxes, and mortgage costs, unless covered by a promotion.

What are the requirements for a no down payment home?
Generally the same as a regular mortgage: sufficient income, complete documents, and a good credit history.
